Two County Department Heads Announce Retirement Plans

Two longtime County executives who began their government careers in the same year at the same department will retire in February: John Wayne Airport Director Alan Murphy and Clerk of the Board of Supervisors Susan Novak.

John Wayne Airport Posts December 2014 Statistics

Airline passenger traffic at John Wayne Airport increased in December 2014 as compared to December 2013. In December 2014, the Airport served 803,492 passengers, an increase of 1.8% when compared to the December 2013 passenger traffic count of 789,342.

County Awarded $19.5 Million for Homeless Services

The U.S. Department of Housing and Urban Development (HUD) has awarded $19.5 million to the County of Orange and its community partners for homeless housing assistance and other programs under the 2014 Continuum of Care grant competition.

New Renewable Energy Plant at County Landfill

Board Chairman and Orange County 3rd District Supervisor Todd Spitzer joined today with area government and business officials to present details on the environmental and economic benefits to be gained from a renewable "green" energy plant at the Frank R. Bowerman landfill northeast of Irvine.

Measles Continues to Spread in Orange County

Orange County now has sixteen confirmed cases of measles. Ten of the reported measles cases in Orange County, along with others throughout California and in other states, are connected to visiting Disneyland or Disneyland California Adventure Park in December. The source of the infection for the four most recent cases is not known; they were not exposed at Disneyland and had no known contact to any of the confirmed Disney-associated cases.

Deadline to Apply for Grand Jury Service Extended

The deadline to apply for Grand Jury service has been extended to Jan. 30, 2015. The Grand Jury performs civil oversight of local government by reviewing and evaluating County and City agencies, jails, schools, and special districts within Orange County and writes a final report with its findings and recommendations. The Grand Jury also considers evidence for possible indictment of individuals in felony cases and reviews complaints submitted by citizens.

Supervisor Spitzer Will Serve as Board Chairman for 2015

Supervisor Todd Spitzer has been chosen unanimously by his colleagues to serve as Chairman of the Orange County Board of Supervisors for 2015. Supervisor Lisa Bartlett will serve as the Board's vice chair.

Illness Associated with Rosca de Reyes Bread

Over 30 people from multiple unrelated groups became ill with symptoms including dizziness, palpitations and numbness after eating Rosca de Reyes Bread distributed by Cholula's Bakery in Santa Ana. The Health Care Agency is investigating the cause of the illnesses, and the bakery is closed pending the outcome of the investigation.

Auditor-Controller Releases the CAFR and OC Citizens' Report

The Orange County Auditor-Controller Department released the Annual OC Citizens' Report today, also called the Popular Annual Financial Report (PAFR). This report presents financial highlights for the County of Orange, California for the fiscal year ended June 30, 2014 and provides the general public a summary of the information contained in the County's Comprehensive Annual Financial Report (CAFR).

Three Cases of Wound Botulism Associated with Heroin Use Reported in OC

Three cases of botulism associated with heroin use have been reported in Orange County adults in the last month. All were hospitalized and two required admission to the intensive care unit. Most people with injection drug-associated botulism are users of so-called "black tar heroin", a specific preparation of heroin.

A selection of photographic art by Laguna Beach resident and award winning artist Martha Fuller is now on exhibit in the Thomas F. Riley Terminal as part of John Wayne Airport's (JWA) Community Focus Space Program. Always on a quest to discover, Fuller's collection synthesizes photographs from her travels to Africa and the Caribbean.

Get a Flu Vaccination for a Healthy Holiday Season

Influenza activity has begun to increase in Orange County. The Health Care Agency reminds community members that the best way to prevent the flu is by getting vaccinated. Peak flu season has not yet arrived and it is not too late to vaccinate. Influenza vaccine is recommended for everyone six months of age and older, and is especially important for infants, young children, pregnant women, adults over 50, and for those with chronic medical conditions.

Mandatory Evacuations Lifted in Silverado Canyon

The mandatory evacuation issued early Friday for the Silverado Canyon burn area was lifted at 1:45 p.m. today by the Orange County Emergency Operations Center due to decreased forecasted rainfall levels. A road closure issued early Friday on Silverado Canyon Road has also been lifted. A Flash Flood Watch issued by the National Weather Service remains in effect until 3 a.m. Saturday due to rainfall expected to continue through Friday night.

County Announces Naming of New Chief Information Security Officer

Chief Information Officer Christina Koslosky has announced the appointment of Keith Tresh as the County's new chief information security officer. Tresh is responsible for managing the County’s information security programs, which protect the confidentiality, integrity and availability of all voice, data network, applications and computer infrastructure. His selection followed an open recruitment process.

Voluntary Evacuations in Silverado Canyon Lifted

The voluntary evacuation issued early Tuesday for the Silverado Canyon burn area was lifted at 9:30 a.m. Wednesday by the County Operations Center due to a period of decreased rainfall levels. The voluntary evacuation could be activated again late Wednesday afternoon when rainfall is predicted to resume according to the National Weather Service. A Flash Flood Watch is still in effect.

Haster Basin Project Yields Award for OC Parks and OC Public Works

The Orange County Business Council has announced the recipients of its 4th Annual Turning Red Tape Into Red Carpet Awards, a program developed to recognize leaders, policies and programs in local government that eliminate barriers to economic growth and private sector jobs creation. The Haster Basin Recreation Park received the Award for Sustainable and Green Development, which recognized the effort's improvement of a 100-year-old flood protection system and addition of two acres of high-quality park land to an area in need of recreational space.

Board of Supervisors Accepts 2,500-Acre Gift

Today the Orange County Board of Supervisors voted to accept 2,500 acres of open space, donated by the Irvine Company to the County for preservation and public recreation. The donation provides additional connectivity to the 20,000 acres the Irvine Company donated to the County in 2010, which marked the largest single donation of land to the County in its history. The land accepted today was previously slated for construction of approximately 5,000 homes.

Drug and Alcohol Abuse Treatment Works in Orange County

A new report from the Orange County Health Care Agency found that adult clients of the County's drug and alcohol treatment programs experienced significant reduction in drug use, improved health, and social functioning; increased employment rates; and a reduction in arrest, incarceration and reliance on medical services.

Evacuation Advisory Lifted for Silverado Canyon Burn Area

UPDATE 4:25 a.m.: The evacuation advisory has been lifted. The Orange County Emergency Operations Center, the public information hotline and the American Red Cross shelter at the Santiago Canyon College Gymnasium have deactivated. The danger of debris flow in the Santiago Canyon has greatly diminished as the storm has passed. Residents may still obtain sandbags at Orange County Fire Authority Station #14 located at Santiago Canyon Road and Hazel Bell Drive. Local authorities will continue to monitor the situation and respond as needed.

Permits Needed for Over-Road Displays in Unincorporated Areas

Property owners in the unincorporated areas of Orange County planning to stretch holiday displays over public roadways must coordinate with OC Public Works to assure the displays are safe and properly permitted.

Board Approves Renewable Energy Plant at Irvine Area Landfill

A proposed state-of-the-art renewable energy plant to convert landfill gas to electricity has been approved by the Orange County Board of Supervisors. The Board, in a unanimous vote at its regular meeting on Oct. 21, gave the go-ahead for OC Waste & Recycling, the department that manages the County's three landfills, to revise and update a previous agreement with a private contractor to build a gas-to-energy facility at the County's Frank R. Bowerman Landfill.

Public Update on Ebola Preparedness

Emergency planning is well underway in Orange County in response to the 2014 Ebola outbreak in the West African countries of Guinea, Liberia and Sierra Leone. The risk of contracting Ebola in the United States and in Orange County is very low; there are currently no cases of Ebola in California and no suspect cases. County officials are reviewing communicable disease response plans and conducting drills to exercise those plans.

High Temperatures and Wildfire Smoke Pose Potential Health Risk

Higher than normal temperatures are expected throughout the weekend in many inland Orange County cities, increasing the risk of heat related illnesses. In addition, smoke from the wildland brush fire burning in Silverado Canyon may pose a health danger to some Orange County residents, especially those in certain high-risk groups. The South Coast Air Quality Management District has issued a Smoke Advisory for portions of Orange County, including the Saddleback Valley and Capistrano Valley areas.

Dana Point Harbor Cleanup & Cigarette Butt Roundup on Sept. 20

OC Dana Point Harbor is preparing for the 30th annual California Coastal Cleanup Day, part of the International Coastal Cleanup, the largest volunteer effort on the planet. The event will be held Saturday, September 20, in conjunction with the 12th Biannual Dana Point Harbor Underwater Cleanup and annual Cigarette Butt Roundup. New this year will be an On-the-Water Cleanup administered from kayaks and dinghies.

The Old Orange County Courthouse is pleased to present "Orange County Circa 1889," a collection of historic photographic work taken 125 years ago documenting the founding year of Orange County's birth. Property Assessment Appeals Accepted through Sept. 15

Property owners may file appeals to their annual property assessments now through September 15 with the office of the Orange County Clerk of the Board. Property owners should be aware that they may file an appeal themselves—there is no requirement to use a tax agent nor does the County of Orange charge a processing fee to file an appeal.

Celebrate Orange County’s 125th Birthday at the OC Fair!

Come celebrate Orange County's Quasquicentennial on Friday, August 1, when the OC Fair presents "Orange County Day" with a special ceremony honoring the county’s birth on August 1, 1889. The celebration begins at 12:30 p.m. at the fairground’s Hangar building. Flags Lowered in Honor of Newport Lifeguard

Board of Supervisors Chairman Shawn Nelson has directed County of Orange flags at each County facility be lowered to half-staff from Thursday, July 10, through Sunday, July 13, to honor the memory of Newport Beach lifeguard Ben Carlson, who died on July 6 while attempting to rescue a distressed swimmer in high surf. The request for the flags to be lowered was made by Supervisor John M.W. Moorlach, whose district includes Newport Beach.

Installment Plan Available for Unpaid 2013-14 Property Taxes

Real property with outstanding taxes, penalties, and fees levied for FY 2013-14 that were not paid or postmarked by June 30, 2014 is now considered tax defaulted. As of July 1, those taxpayers who have defaulted on property taxes can take advantage of an installment payment plan, Orange County Treasurer-Tax Collector Shari L. Freidenrich, CPA, announced. The taxpayer must qualify to enter into an installment plan by meeting certain criteria.

Last Chance to Start a Payment Plan for Delinquent Property Taxes

A listing of all properties by city with delinquent taxes owed for five or more years has been published by Orange County Treasurer-Tax Collector Shari L. Freidenrich, CPA, in the newspaper and online at These properties may be subject to auction unless owners act now to enter into an installment plan for payment. Property owners have until June 30, 2014, to begin a Five-Year Installment Plan to pay the delinquent taxes on their properties.

OC Beaches Get Clean Bill of Health for Summer

Orange County residents aren't the only ones who’ve been working to get fit for the summer season—the coastline has been watching its waste-line too. The environmental non-profit Heal the Bay has released its annual "Beach Bummer List" ranking California’s most polluted shorelines – without a single Orange County beach listed. This year marks the first time in six years that stubborn list-dweller Poche Beach in South Orange County hasn’t appeared on the list.

Dana Point Harbor Revitalization Plan Advances

OC Dana Point Harbor has received approval for its years-in-the-making Revitalization Plan from the Dana Point Planning Commission. The approval culminates 15 years of planning, hundreds of public meetings and extensive community support. "This is a huge step that will finally bring the harbor revitalization project to reality," said Supervisor Patricia Bates, who represents Dana Point Harbor.

Property Tax Collection Rates Soar; Help Is Available for Delinquent Taxpayers

The collection rate for secured property taxes for FY 2013-14 is at 97.9%--marking the highest collection rate in the last 20 years, Orange County Treasurer-Tax Collector Shari L. Freidenrich, CPA, announced. Incoming receipts are $190 million or 3.9% higher than at the same time last year. For those taxpayers unable to pay their secured taxes in full, the Treasurer offers an installment payment plan for delinquent secured taxes beginning July 1, 2014.

Milton "Mike" Bennett has been appointed Orange County's Agricultural Commissioner and Sealer of Weights and Measures, effective immediately. The consolidated offices of Orange County Agricultural Commissioner and Orange County Sealer of Weights and Measures are state-mandated positions that serve upon the appointment of the Board of Supervisors to a four-year term.

Easter Parking Fees

Parking fees for some regional parks will increase to $7 for Easter Sunday, April 20. Large crowds are also expected for the holiday, so please plan your trip accordingly. Parking lots fill early and additional vehicles may not be brought into parks that have reached parking capacity.

Vaccinations Recommended for Measles Outbreak

Orange County has confirmed 21 cases of measles so far this year, the most for any county in California. The Health Care Agency expects the measles outbreak will continue to spread and reminds the public that the best way to prevent this highly contagious disease is by getting vaccinated.

Orange County Slated for $37.3 Million in New Federal Funds

Orange County is slated for a total of $37.3 million in new federal funding through the U.S. Army Corps of Engineers over the next two years, on top of another $45.9 million in funds already authorized by the President and Congress. The decades-long Santa Ana River Mainstem project will receive the bulk of the funding.

Potential Public Exposure to Measles

The Health Care Agency has confirmed four cases of measles in Orange County in the last seven weeks, which is consistent with an increase seen throughout California. These cases raise the possibility that Orange County residents may be exposed to measles. The most recent case spent time in public locations in Orange County while contagious.

Registration is underway now through March 14th for the 7th Annual South County Senior Summit, hosted by OC Supervisor Patricia C. Bat Found at Fullerton College Tests Positive for Rabies

A bat found on the ground at Fullerton College near the Music Building on February 18, 2014 has tested positive for rabies. Anyone who had recent contact with a bat in the vicinity of Fullerton College located in the City of Fullerton is asked to call Orange County Health Care Agency Epidemiology at (714) 834-8180 from 8 a.m. to 5 p.m. or (714) 834-7792 after hours so a nurse can evaluate the risk for rabies.

Judges have selected five finalists from 59 entries in a competition to design a Crime Victims’ Memorial at William R. Mason Regional Park in Irvine. Airline passenger traffic at John Wayne Airport increased in February 2013 as compared to February 2012. In February 2013, the Airport served 653,118 passengers, an increase of 6.5% when compared to the 613,201 passenger traffic count of February 2012.

Home Heating Safety Emphasized During Cold Weather

Overnight temperatures in some areas of Orange County will dip below 40° this week, so Public Health officials are urging area residents to use caution when heating their home.

“Almost every winter, there are cases in California of people who are overcome by carbon monoxide gas after bringing a charcoal grill indoors or using other faulty heaters to provide heat. Never use a charcoal grill or other fuel-burning device such as a camping stove or other device fueled by propane, wood pellets, kerosene or liquid gas to heat the inside of your home,” said Dr. Eric G. Handler, County Health Officer.

Standard & Poor's Rates County Pension Obligation Bonds 'A+'

Standard & Poor's Ratings Services has assigned its 'A+' rating to Orange County's taxable pension obligation bonds (POBs), series 2013A. At the same time, Standard & Poor's affirmed its 'AA-' issuer credit rating (ICR) on the county and its 'A+' long-term rating and underlying rating (SPUR) on the county's lease revenue bonds, recovery bonds, and POBs.
